On 22 January 2007, a beta version of the mod was released to the Age of Empires III Heaven forum for testing purposes. The version was renamed from WotTA to WotA and was extremely buggy and lacked most of the features Tahattus had expected to add, but still kept the core ideas of the mod. With the release of the full version of Age of Empires III, Tahattus and his team decided to expand the mod into a standalone mod, moving away from the Age of Empires III Heaven and the Age of Empires III Base Resource Management projects. Besides the Brazilians, the mod includes the original civilizations of the Aztecs and Incas, with the Andean civilization added in a separate mod. The Andean civilization includes the Mapuche Native American civilization, which had been made available in the Age of Empires III and The Warchiefs. However, the Uruguayans and Argentines were not included in the mod, since Tahattus decided to focus on his community's favorite civs first before trying to expand to the other two. The mod also changes the map and game rules to better suit the gameplay of the War of the Triple Alliance, and includes a new tutorial to introduce the game to new players.
WotA is more than a simple expansion: it adds a lot of new features not present in the vanilla Age of Empires III game, including a unique multiplayer system and an overhauled map. In addition, the mod changes a number of other aspects of the game, such as adding a new map editor, a new unit model, new buildings, new units, new units' skills, new mini-map, new perks, and modifications to the game's interface, AI, and performance. WotTA was also designed to be used with the Age of Empires III - The Warchiefs of the Napoleonic Era mod, where the region of Perú was originally intended to be added to the game.
